Eligibility
Any individual or business entity that operates a brick-and-mortar retail location in the state of Georgia may apply. All owners must be at least 18 years of age, and the business must have a valid federal tax identification number (EIN) and Georgia state tax ID.
Yes. Disqualifying factors may include prior lottery license violations, felony convictions within a specified period, outstanding state tax liabilities, or a history of financial irresponsibility. All applicants are subject to a background and financial responsibility check by the GLC.
Yes, but each physical location requires a separate retailer license application. You may submit multiple applications through the same portal account. Each application will be reviewed and processed independently.
Application Process
Once a complete application with all required documents and payment is submitted, GLC typically reviews applications within 15–20 business days. Incomplete applications or those requiring additional verification may take longer. You can track your application status in real time through the portal.
Yes. You can pause your application at any point, log out, and return later to resume exactly where you left off. Your data is automatically saved at each step. Applications saved as drafts remain accessible from your dashboard for up to 90 days.
For each owner listed on the application, you must upload:
- Government-issued photo ID (driver's license or passport)
- Proof of address (utility bill or bank statement, dated within 90 days)
- Social Security verification (if applicable)
Accepted formats: PDF, JPEG, JPG, PNG, TIFF. Maximum file size: 10 MB per file. Maximum 5 files per owner.
Each application supports up to 10 individual owner profiles. All owners with 10% or more ownership stake must be listed. Each owner must provide valid identification documents.
Payments
The application fee varies based on your business type and location. Payment is processed securely through MerchantOne and can be made via credit card (Visa, MasterCard, American Express) or ACH bank transfer. No payment information is stored on GLC systems — all transactions are tokenized.
Application fees are generally non-refundable. If your application is denied due to a GLC processing error, you may request a fee review by contacting GLC directly. Fees will not be refunded for incomplete submissions or disqualifications resulting from applicant-provided information.
If your payment is declined or fails, your application will not be submitted. You will be returned to the payment screen where you can retry with the same or a different payment method. Your application data is retained so you will not need to re-enter any information.

The portal supports the two most recent versions of Google Chrome, Microsoft Edge, Mozilla Firefox, and Apple Safari. For the best experience, keep your browser updated. Internet Explorer is not supported.
Click "Forgot Password?" on the login page and enter your registered email address. You will receive a password reset link within a few minutes. The link expires after 30 minutes. If you do not receive the email, check your spam folder or contact GLC support.
